Forest Carbon Partnership Facility REDD+ Readiness Project


REDD+ is a recent global policy initiative to tackle climate change threats through reducing emissions from deforestations and forest degradation in developing countries. Its main goal is to prevent forest degradation and deforestation, and promote forest conservation through offering results-based payments as financial incentives to developing countries and their actors.

In 2008, World Bank’s Forest Carbon Partnership Facility (FCPF) was established to support developing countries to be ready for the REDD+ implementation. It is a global partnership of governments, businesses, civil society, and Indigenous Peoples focused on REDD+ with 36 participant countries including Cambodia.  For the implementation of the FCPF project in Cambodia, UNDP has been selected as a delivery partner.

In June 2013, FCPF approved the revised Readiness Preparation Proposal (R-PP) submitted by the Cambodian government. Later in December that year, the FCPF project document was signed by Forestry Administration of the government of Cambodia and UNDP.

Project summary

The main objective of the FCPF project is to develop and enhance the Cambodian government’s capacities for tackling deforestation and forest degradation as well as for measuring, reviewing and verifying emission reduction. It aims to achieve the following outputs:

  • Establishment of effective National Management of the REDD+ Readiness process and stakeholder’s engagement in accordance with the consultation principles defined jointly by UN-REDD and FCPF 
  • Development of the National REDD+ Strategy and Implementation Framework
  • Improved capacity to manage REDD+ at subnational levels
  • Monitoring system designed for REDD+ with capacity for implementation. 

Key expected results

In order to achieve the development objective, the following key results will be attained with FCPF funding:

  • Effective national management of the REDD+ readiness process and stakeholder’s engagement in accordance with the Roadmap principles. Initial establishment of the Taskforce and associated processes will be achieved with UN-REDD funding and FCPF funding will be used to further develop improved capacities of the taskforce and to ensure effectiveness of the REDD implementation;
  • Development of the National REDD+ Strategy and implementation framework.  Some elements of the strategy will be developed through various other partnerships, including those with UN-REDD, Japan and various NGO partners; endorsement of a national safeguard system by national stakeholders including competent government agencies. FCPF funding will ensure compilation of these elements and adoption of a National REDD+ strategy following broad stakeholder consultation and endorsement.
  • Establishment of capacities of national governments to implement REDD+ in at least 2 locations at sub-national level;
  • Preparation of national monitoring reports

Other sources of funding for example from UN-REDD, CAM-REDD and the embassy of Japan are also envisaged to contribute to the effort of ensuring full implementation of the REDD+ Readiness Roadmap.

Main activities

The programme will undertake the following activities:

  • Establish National REDD+ Readiness Coordination Mechanism
  • Continue support to national REDD+ readiness process
  • Encourage stakeholder’s engagement from line ministries, CSOs, NGOs, and private sector in the REDD+ Readiness process
  • Establish a provision of information to stakeholders
  • Established Grievance mechanism
  • Implementation of priority measures for individual REDD+ strategies
  • Develop benefit sharing, safeguard system, REDD+ fund by establishing technical teams to identify existing mechanisms and conduct further analysis for REDD+ readiness
  • Develop policy and legal development for the national REDD+ implementation framework  by analyzing how to link projects to subnational and national implementation
  • Development of sub-national capacity
  • Establishment National MRV/REL Technical Team and build appropriate national capacity
  • Improvement of assessment of activity data to support the national forest monitoring system for REDD+
  • Design acquisition of new emission factors for REDD+
  • Support the development of a REDD+ related GHG Reporting System
  • Monitoring other impacts of REDD+ interventions
  • Develop National REDD+ project guidelines and approve funding for demonstration site and keep supporting the existing REDD+ pilot project activities

Project background

Cambodia has been classified as a country with “high forest cover”, and “high deforestation rate”. According to FAO forest resource assessment (2010), Cambodia has approximately 10.1 million ha of forest, constituting 57% of the total land area. During recent decades Cambodia has experienced high rates of deforestation, for instance, 1.2 % per year between 2005 and 2010 (FAO 2010).  

The Royal Government of Cambodia (RGC) recognized REDD+ as a crucial strategy to tackle the alarming rates of deforestation and forest degradation in the country. To date, the RGC developed a national roadmap for REDD+ readiness in 2010. The RGC has implemented pilot REDD+ projects such as the Oddar Meanchey community forests since 2008, and the Seima protected forest since 2009. The Cambodia REDD+ national programme has and is expected to be supported by numerous supporting frameworks including UN-REDD, CAM-REDD and the proposed FCPF.

In Cambodia, REDD+ has been expected to generate a potentially significant new source of funding for effective implementation of key forest management strategies, in a way to reduce greenhouse gas emissions from the forest sector as well as to ensure local livelihood and biodiversity conservation co-benefits. These key management strategies include the National Forest Programme (a 20 year long term national forest management plan (2010-2030), the National Protected Areas Strategic Management Plan and the Strategic Planning Framework for Fisheries 2010-2019. They lay out forest management strategies for three major forest categories governed by three agencies, namely 1) the Permanent Forest Estate governed by the Forestry Administration, 2) Protected Areas governed by General Department of Administration for Nature Conservation and Protection (GDANCP) of the Ministry of Environment, and 3) the flooded forests and mangroves governed by the Fisheries Administration respectively. The implementation of REDD+ would also help Cambodia to achieve its national target of maintaining 60% forest cover, which is one of the main objectives of the RGC‘s Rectangular Strategy, and is a key indicator for the Cambodia Millennium Development Goal 7 that refers to increased forest coverage as one of its key goals.
